Revision of Town Planning By-Laws

URBANISM PLAN AND BY-LAWS 2022 REVISION

2018, the Municipality has been working on revising all of its urbanism regulations, including the current versions dating back to 2007. No substantial changes have been made to these versions for 15 years. The municipal council felt that an important updating exercise was required to ensure that the plans accurately represent the vision and direction of the Municipality in terms of urban planning. In addition, planning practices have evolved, and the Municipality is facing new challenges that did not exist 15 years ago.

This is an important, demanding, and imposing exercise. Everyone’s input is essential in this regard. Thus, the municipal council has clearly indicated and expressed its intention to carry out the revision exercise in all transparency and openness and in compliance, of course, with the legislative provisions stipulated in the Act respecting Land use planning and development when it pertains to the revision of urban planning by-laws.

In June 2020, the municipal council adopted a resolution which became, three months later, in September 2020, an interim control by-law (ICB) aimed at establishing various exceptional urbanism regulations during the revision period of urbanism by-laws. This ICB will be replaced by new urbanism by-laws as soon as the new ones enter into effect. Therefore, the moratorium on cadastral operations under the ICB will be replaced by the new subdivision rules once they are in effect. In addition, the ICB allows for the enactment of various rules to ensure compliance with future municipal council directions.

In the following table, you will find a summary of the actions that have been taken since 2018 and that have involved, from the beginning, citizens interested in the fundamental issues that affect urban planning.

 

This table below will be updated regularly as soon as council approves the « first draft » versions of the following by-laws, which have been under review since 2018, specifically:

  • The Urbanism plan
  • The Subdivision by-law
  • The Zoning by-law
  • The by-law regarding permits and certificates
  • The Construction by-law
  • The by-law regarding minor exemptions
  • The by-law regarding the site planning and architectural integration program (SPAIP)
  • The by-law regarding conditional uses

The Urbanism plan is a document that establishes the guidelines for the spatial and physical organization of the municipality while presenting an overall vision of land use planning. It provides an overview of the territory, anticipates future challenges, and presents priorities for action to guide the territory’s planning and development.

The by-laws establish the rules, standards, and evaluation criteria governing the construction and use of buildings and land on the territory, as well as the management of all these different rules.

Adoption of an interim control resolution decreeing a moratorium on cadastral operations according to the terms and conditions enacted

Adoption of an interim control by-law (ICB):
Allows, among other things, to restrict or regulate new subdivision projects, construction or new land uses.

Verification and revision of authorized uses and constructions in each of the Municipality’s zones.
Modification of the ICB bringing the building areas to 4 000m2 for serviced lots and 8 000 m2 for unserviced lots.

New subdivision projects conforming to this new regulation are permitted.
